The German Chamber has launched a
workshop focusing on the issues of energy
efficiency. The first event took place
on September 26 on the topic of energy
efficiency in buildings. It featured
the presentations from Mr. Lenny Shen,
Siemens, Dr. Roland Winkler, ecobuild,
Peter Halliday, Siemens and Magali Menant,
AHK Shanghai. |

Energy efficiency in buildings was
introduced as a area where the German
industry has a lot to offer, in view
of its experience and successful implementation
in Germany.
In China, the nascent demand has to
be fueled with more awareness of the
Chinese key stakeholders, such as developers,
architects, etc. |

Mr. Lenny Shen, from Siemens, showed
that China is in an energy growth trap,
with its energy consumption grows faster
than the gross domestic product (GDP)
in China. He mentioned there are “golden
mines”, i.e. sources of energy
savings are widely available: in China
more than 99% of 40 billion m2 buildings
are highly energy ineffective and in
the industry sector it is more than
10% higher than the global leaders in
energy consumption.
The purpose of the workshop is to introduce
energy saving concepts and services,
exchange of energy saving project experiences
and to form a lobby group for the German
industry. |

Dr. Winkler, Coordinator of the “ecobuild
shanghai 2006 ”, answered
the question “why build ecological”
with the facts of China’s energy
consumption. China is the world second
largest energy consumer with an installed
electricity capacity in 2005 of 440
GW. In 2010, a capacity of 800 GW is
planned. The average consumption of
one person in China is at the moment
1.600 kWh/year in comparison to 10.000
kWh/year/ per capita in the USA, which
leaves a high potential to grow. |

Only 3% of the new buildings in 2002-03
have been designed in compliance with
the Hot Summer, Cold Winter Residential
Building Energy Code, which requires
an energy reduction of 50%. From Mai
2005 onwards, all new residential buildings
in Shanghai have to comply with the
JGJ 134-2001 standards and from July,
public buildings should follow the new
national standard GB 50189-2005. |

One challenge for the implementation
of the standards is the higher cost
for construction, which impairs investement
in energy savings. |

Mr. Halliday, solution business manager
of Siemens Buildings Technologies, provided
his insight on energy and environmental
solutions. High performance buildings
improve business results with a high
indoors environmental quality and low
emissions. Siemens building technology
saved over 1 billion US $ in building
energy savings in the past 19 years.
High performance buildings are an investment
strategy. |
