Implementing energy efficient building measures in Shanghai (2006-08-08)

  To achieve the goal of saving 15% construction GDP on average RMB 10,000 and up to saving 20% as final goal, a large number of new materials and new technologies have been applied to new building construction and existing building renovation in Shanghai. A series of new initiatives for energy-saving construction are being actively promoted in Shanghai, including energy saving building sites, reduction of operating costs in public buildings and energy contracting.
   
  In the Eleventh Five-Year Program, 130 million square meters of new buildings and 50 million square meters of residential and public buildings will comply to energy-saving standards, and 30 million square meters of existing construction will be renovated accordingly.
   
  Energy conservation in new residence
   
  For example, "Dahua Chinese Parasol Tree City", a total construction area of approximately 380,000 square meters, includes residential buildings and public buildings, all integrating insulation measures.
   
  All windows are using 27mm Low-E glasses, it is not only for keeping warm also can reduce noise. In addition, solar water heating devices was installed in the whole residential area. Solar photovoltaic systems are running on an experimental basis on commercial buildings.
   
  Renovation of existing buildings
   
  In renovation project of De Yi Yuan Changde Rd, 253 million Yuan was invested by the government for the facades, renovation of roofing. It is about RMB 56 yuan per square meter of renovating. After the renovation, there is about 24kWh per year can be reduced on every square meter. Based on 0.61 yuan per kWh of the existing tariff in Shanghai, the cost of renovation can be recovered in 4 years.
   
  Extension of energy saving
   
  Establishment saving site is an extension of the directions. Lower operational cost of energy construction is another extension. Shanghai will promote renewable energy in buildings. In the Eleventh Five-Year Program, there will be around 2.5 million square meters completed in use of solar energy.
   
  With regard to large and medium-sized high-energy consumption public buildings, Shanghai is now introducing advanced energy management contracting. In the Eleventh Five-Year Program, 65 million square meters public buildings will be the focus of the implementation of advanced energy management.
