Visions for a better city:
Interview mit Hamburg Senator Michael Freytag

Senator, the sister cities of Hamburg and Shanghai are jointly organizing ecobuild shanghai 2006: what is the aim of this building exhibition and what differentiates it from other exhibitions?

ecobuild presents joint visions of our two cities for a sustainable city development. Both cities have jointly developed concepts and ideas for this exhibition, integrating visions from Hamburg and Shanghai. This is very special, since many international projects lack the aspect of mutuality. With ecobuild our two cities present concepts, services and technologies for energy efficient building to various target groups. It is the first German-Chinese building exhibition showcasing concrete projects – we can regard this as a milestone to a more sustainable city development and a healthier living in the metropolis Shanghai.

Shanghais sister city Hamburg has hosted an ecological building exhibition in summer last year. What makes Hamburg a sustainable city?

We regard the Free and Hanseatic City of Hamburg as being a growing city – growing not only quantity-wise, but especially quality-wise. We are not focussing on a fast growing, but rather on sustainable measures to improve the quality of life in our city. Hamburg is known as an extremely green and healthy city, which we are very proud of.

The building projects participating in ecobuild managed to save 75% of energy compared to the existing standard in Shanghai: is energy efficiency the key to growing energy problems worldwide?

Experts and politicians worldwide discuss vividly about energy and the advantages and disadvantages of different energy sources. But at the same time we should keep in mind, that reducing the amount of energy we are consuming is the most important step! Especially China with its booming construction sector has a great potential of saving energy through energy efficiency in construction. Therefore we are very happy about the achievements our two cities have reached with ecobuild, showcasing highly energy efficient building projects.

Was it difficult to convince the Chinese developers to take part in ecobuild, even though in some cases that involved higher investment costs?

When our project team here in Shanghai started to work on ecobuild in beginning of 2005, developers would sometimes ask for the higher investment costs and hesitate from risking it. In the past two years the situation has changed: through our communication campaign and especially because of a growing awareness among officials and experts, developers are now directly contacting our team, willing to be part of the exhibition. In September the German Federal Minister Tiefensee has handed over to Pujiang the first energy pass that has ever been issued outside Germany.

When developers invest in a project, they must presume an interest of customers. Are Chinese house buyers more aware of energy efficiency today?

More than ever before, today Chinese house owners pay a lot of attention to a healthy and comfortable living. They are more and more aware of dangers and risks of living in an unhealthy environment. Developers have realized this growing demand and are ready to give adequate offers.

ecobuild acts as a reference project for the World Expo Shanghai 2010. What impulses can ecobuild give to the Expo?

Our nine building projects are showcasing concrete solutions for energy efficient building in China. Our projects show, that working for a “Better City, Better Life” is not only the responsibility of governments, but also of experts, investors and providers of technologies. If these groups join forces, a lot can be achieved.

The slogan of ecobuild is “visions for a better city”: What is your vision of a perfect city in 50 years?

Our people expect us to develop the increasing standard of life right now, not later. This challenge keeps us busy every day.

Mr. Freytag, many thanks for the interview!
